The UAE Cyber Security Council (CSC) and Palo Alto Networks have formalised a strategic partnership through a Memorandum of Understanding, committing both organisations to developing AI-driven, data-centric cybersecurity capabilities that will strengthen the country's digital resilience across both the immediate and long-term horizon.

The agreement is designed to embed cybersecurity across every layer of the UAE's digital infrastructure, working in collaboration with relevant national authorities. It is the latest in a series of high-level partnerships that signal the UAE's determination to build a cybersecurity ecosystem that is not only reactive but structurally proactive, with AI and automation at its operational core.

Dr Mohamed Al Kuwaiti, Head of Cyber Security for the UAE Government, described the partnership as a direct reflection of the country's ongoing commitment to strengthening national cybersecurity capabilities. "Through such initiatives, we seek to enhance our national readiness, foster innovation, and support the development of a highly skilled cybersecurity workforce in line with the UAE's future vision," he said.

One of the most significant components of the agreement is the establishment of a Cybersecurity Centre of Excellence within the UAE. This centre will focus on capacity building, environmental simulation and joint technology demonstrations, offering a physical and operational base for collaborative research and capability development. It is intended to serve both government and private sector stakeholders, providing a testbed for advanced security architectures before they are deployed at scale.

Talent development sits at the heart of the partnership. Educational programmes tailored for students, professionals and executives will be integrated into academic curricula and specialist training frameworks, addressing one of the most persistent structural challenges across the GCC: the gap between the demand for cybersecurity expertise and the available qualified workforce.

On the operational side, the partnership will support the UAE's national CERT by deploying AI and automation to improve threat visibility and provide a unified operational view across government and critical infrastructure environments. This is a particularly meaningful commitment given the volume and complexity of threats the UAE now faces daily, and the speed at which threat actors are evolving their techniques.

Additional areas of cooperation include consultancy and advisory services covering cloud security, critical infrastructure protection, incident response and resilience-by-design frameworks. Both sides will also explore applied research and innovation in AI governance, post-quantum cryptography and smart city security, areas that sit at the intersection of national policy and enterprise technology planning.

For enterprise security leaders operating across the MENA region, this partnership carries practical implications. The integration of AI-led threat detection into a nationally coordinated security framework raises the bar for what is expected of organisations operating within UAE-regulated environments. As the CSC deepens its partnerships with global vendors, enterprises will need to align their own security architectures with the standards and frameworks being developed at the national level.

The MoU also reinforces Palo Alto Networks' positioning in the Gulf market, where competition among major cybersecurity vendors for government and enterprise contracts has intensified significantly over the past two years. A formal partnership with the UAE's top cybersecurity authority represents a strategic anchor from which the company can develop broader regional relationships across compliance, cloud and AI security.
