UAE Cyber Security Council Launches Sovereign AI Platform for Critical Government Infrastructure

The UAE Cyber Security Council, e& UAE, and Open Innovation AI launched a sovereign AI platform at ISNR 2026 that governs and validates AI deployments across classified government and critical infrastructure environments.

The UAE Cyber Security Council, e& UAE, and Open Innovation AI jointly launched the UAE Sovereign AI Platform at ISNR 2026 in Abu Dhabi on 21 May, marking the first nationally governed AI infrastructure designed specifically for classified government operations and critical national environments. The platform is available for onboarding as of the launch date.

The initiative directly addresses a governance gap that has widened as AI adoption has accelerated across sensitive public sector environments: most commercial AI platforms were not designed with the access controls, data sovereignty requirements, or cyber resilience standards that national security operations, intelligence functions, and critical infrastructure operators demand.

What the platform does

At the centre of the platform is a Sovereign AI Security Framework that validates, governs, and monitors AI models, agents, applications, and workflows before they are deployed into sensitive environments. The framework covers model integrity and governance, operational isolation, cyber resilience, data sovereignty, and secure execution of classified AI workloads.

The complete technology stack, covering GPU orchestration, AI infrastructure management, model deployment, AI agents, secure inference, and operational controls, was designed, engineered, and built in the UAE. That distinction matters from a regulatory standpoint: organisations subject to the UAE's cybersecurity and AI policy requirements, including those governed by the UAE Cyber Security Council's national frameworks, can demonstrate that the underlying infrastructure does not cross jurisdictional boundaries at any point in the compute or data lifecycle.

Who it is designed for

The platform targets sectors where air-gapped, cyber-secure AI environments are a baseline requirement rather than an option: national security and mission-critical operations, intelligence and cyber operations, emergency response, critical infrastructure, smart government services, and regulated strategic industries. Each of these sectors has historically faced a difficult choice between deploying AI on platforms that do not meet their sovereignty requirements or forgoing AI capabilities entirely.

Dr. Mohamed Al Kuwaiti, Head of Cyber Security for the UAE Government, described the platform as an important step in enabling government entities and mission-critical organisations to benefit from AI while maintaining the highest levels of cyber resilience, data protection, and policy alignment.

The governance model

Bringing together three distinct organisations reflects a deliberate architecture of accountability. The UAE Cyber Security Council provides national governance and the regulatory framework. e& UAE contributes national-scale digital infrastructure and secure connectivity, building on its position as the UAE's primary carrier for government and enterprise connectivity. Open Innovation AI provides the AI orchestration platform and end-to-end technology stack through its Open Innovation Cluster Manager.

For enterprises operating alongside government clients in the UAE and across the wider GCC, the platform's launch has practical implications beyond the public sector. It establishes a governance reference model for how AI deployments in sensitive environments should be structured, validated, and monitored. That model is likely to inform procurement requirements and compliance expectations across regulated industries in the region, including financial services, healthcare, and energy, as AI adoption in those sectors accelerates through 2026 and beyond.

The launch at ISNR 2026, the UAE's International Exhibition for National Security and Resilience, positions the platform explicitly within the national security and resilience agenda rather than the commercial technology market, a framing that signals the Council's intent to treat AI governance as an operational security discipline rather than an IT policy exercise.
